Jam is a lawyer by profession specialising in ICT, law, and human rights. He has been engaged in data protection work since 2011. He concurrently serves as the Director of the University Data Protection Office of the Ateneo de Manila University, and Policy and Legal Advisor of the Foundation for Media Alternatives (FMA), a civil society
organisation engaged in the promotion of communication rights. He also works as a consultant on data protection to various other organisations in both the public and private sector. With FMA, he works with global leaders in privacy rights advocacy, such as Privacy International, Association for Progressive Communications (APC), and the University of Toronto’s Citizen Lab. His last previous post was as Director of the Privacy Policy Office of the National Privacy Commission.

He is a fierce advocate of privacy rights and is consistently involved in the development of policies that aim to protect the personal information of individuals and vulnerable sectors from unwarranted surveillance and improper use by both state and private interests.

He has been a resource speaker to various local and international forums, such as the 2015 Internet Governance Forum in Brazil, the 2016 Citizen Lab Summer Institute in Toronto, and the 2016 Asia Pacific Region IGF in Taipei. This year, he was in Hong Kong as a panelist in a public dialogue between NGOs and data protection authorities organised by the Electronic Privacy Information Center in conjunction with the 39th International Conference for Data Protection and Privacy Commissioners.

His other research interests include issues relating to cybercrime, cybersecurity, and the rights to information and free expression.

Together with his background in illustration, design and photography, Jam seeks to utilise his legal and research skills towards the promotion of human rights and social change.
